Bell SIGMA was a division of Bell Canada that and provided system development and maintenance services to the business divisions. Project Summary For DMR, developed the business plan for establishing a separate business unit, establishing the feasibility of outsourcing the maintenance and enhancement functions of three business-critical systems from Bell Canada. Background Bell SIGMA was responsible for many application systems for Bell Canada. The volume of maintenance and repair requests were using virtually all available resources and opportunities for change requests were seriously backlogged. Bell Canada was interested in DMR’s approach to outsourced application maintenance for their business applications and requested a proposal for evaluation. Three different systems were selected to define the feasibility, cost and business case for migrating all systems to DMR’s management. Requirement Develop business plan for a separate DMR division to undertake application system maintenance of the Bell Canada application systems. Develop a proposal with business case to present to Bell for their decision. Approach Reviewed each application system’s documentation, service level requirements, technology platform, design, code, change and maintenance backlog, and history; to assess maintainability, staffing requirements: skills, staffing levels, and cost estimates. - Combine staffing, skills, technology, space to develop business unit requirements.
- Develop preliminary projections for remaining systems.
- Conduct a facilities search to determine space costs.
- Develop processes and budget for set-up, transition, and ongoing operations.
- Gain internal DMR approvals at each step
Write proposal to show highlights of factors contributing to service levels and costs and provide basis for contract negotiation.
